| dc.description | The study provides a detailed explanation of the role of the United Arab Emirates’ cooperation with the International Criminal Police Organization (Interpol) in achieving excellence in security work. It also addresses the nature of that role, what its components are, and its requirements. The study also addresses a number of concepts related to the subject of the study. which emphasizes the framing of the general concept of international security cooperation, as well as the concept of excellence in security work. The study deals with the most important theories explaining international security cooperation, especially in contemporary societal reality, and the economic, political, and military problems and challenges that characterize it, the rebuilding of the global map that may result from it, and the emergence of new types of international crimes that require .international cooperation to confront them. For this purpose, the study used a qualitative approach, through in-depth personal interviews of (5) leaders and officials of the Ministry of Interior. The study concluded that international cooperation is an inevitable necessity in the current global reality, without which the internal security of any society becomes threatened. The study also concluded the importance of the requirements of that role, such as training, development, use of modern technologies, and the allocation of financial, technical, and human resources to support that cooperation, to ensure its success and effectiveness. At its end, the study recommended the necessity of working to establish specialized councils or units in managing international cooperation. | dc.description.abstract | ﺗﺘﻨﺎول اﻟﺪراسة شرﺣﺎً ﺗﻔﺼﯿﻠﯿﺎً ﻟﺪور ﺗﻌﺎون دوﻟﺔ اﻹﻣﺎرات اﻟﻌﺮﺑﯿﺔ اﻟﻤﺘﺤﺪة ﻣﻊ منظمة اﻟﺸﺮطﺔ اﻟﺠﻨﺎﺋﯿﺔ اﻟﺪوﻟﯿﺔ (اﻹﻧﺘﺮﺑﻮل) في تحقيق اﻟﺘﻤيـﺰ في اﻟﻌﻤﻞ اﻷﻣﻨﻲ، ﻛﻤﺎ تتطﺮق إﻟﻰ طﺒﯿﻌﺔ ذﻟﻚ اﻟﺪور، وﻣﺎ هي مقوماته و متطلباته، وﺗﺘﻀﻤﻦ اﻟﺪراﺳﺔ أﯾﻀًﺎ حملة من اﻟﻤﻔﺎھﯿﻢ ذات اﻟﺼﻠﺔ بموضوع اﻟﺪراﺳﺔ، واﻟﺘﻲ تؤكد على تأطير اﻟﻤﻔﮭﻮم اﻟﻌﺎم ﻟﻠﺘﻌﺎون اﻷﻣﻨﻲ اﻟﺪوﻟﻲ، وﻛﺬﻟﻚ مفهوم اﻟﺘﻤﯿﺰ في اﻟﻌﻤﻞ اﻷﻣﻨﻲ. وتتناول الدراسة أهم النظريات المفسرة للتعاون الأمني الدولي، لا سيما في الواقع المجتمعي المعاصر، وما يتميز به من إشكاليات وتحديات اقتصادية وسياسية وعسكرية، وما قد ينتج عنها من إعادة بناء خريطة الخريطة العالمية، وظهور أنواع جديدة من الجرائم الدولية التي تتطلب التعاون الدولي لمواجهتها. في هذا السياق، اعتمدت الدراسة على المنهج النوعي، من خلال إجراء مقابلات شخصية معمقة مع عدد (5) من قيادات ومسؤولى وزارة الداخلية. وقد خلصت الدراسة إلى أن التعاون الدولي يعد ضرورة حتمية في الواقع العالمي الحالي، حيث يصبح الأمن الداخلي لأي مجتمع مهدداً بالخطر بدونه. كما استنتجت الدراسة أهمية متطلبات ذلك الدور، مثل التدريب والتطوير واستخدام التقنيات الحديثة، وتخصيص الموارد المالية والفنية والبشرية اللازمة لهذا التعاون، لضمان نجاحه وفاعليته. وأوصت الدراسة في نهايتها بضرورة العمل على إنشاء مجالس أو وحدات متخصصة في إدارة التعاون الدولي، والعمل على تقييمه وحل مشاكله والمعوقات التي قد يتعرض لها. | |
