| dc.description | The study aimed to shed light on the impact of the Abu Dhabi Excellence System on the performance of the Emergency, Crisis and Disaster Center in the Emirate of Abu Dhabi during the response to crises and disasters. It also sought to demonstrate the impact of the Excellence System on everything related to emergency, crisis and disaster operations in the Crisis and Disaster Center in Abu Dhabi, and to determine the possibility of the Emergency Crisis and Disaster Center. Abu Dhabi in achieving the ability to recover among the responding agencies in the emirate. It relied on the mixed approach in order to reach these goals, and used the questionnaire and interviews as its tools. The study sample consisted of 300 individuals for the questionnaire who were selected by a simple random method, and three individuals for the interviews who were chosen intentionally. The study reached some results, namely coordination with the relevant ministries, agencies and government departments during crises and disasters helps in developing plans for crises in an integrated manner and avoids duplication of decisions and conflicts of interest. Consolidating a culture of excellence in all of the organization’s work helps spread the values of excellence in institutional and functional performance, which works to simplify Work procedures to achieve the institution’s objectives and ensure its continuity. Accordingly, some recommendations were made, namely the formation of special teams trained from the talented and scientifically competent in crisis and disaster management. | dc.description.abstract | ھـﺪﻓـﺖ اﻟـﺪراﺳــــﺔ إﻟﻰ إﻟﻘـﺎء اﻟﻀــــﻮء ﻋﻠﻰ ﺗـﺄﺛﯿﺮ ﻣﻨﻈﻮﻣـﺔ اﻟﺘﻤﯿﺰ اﻟﺤﻜﻮﻣﻲ في أﺑﻮظﺒﻲ ﻋﻠﻰ أداء ﻣﺮﻛﺰ اﻟﻄﻮارئ واﻷزﻣﺎت واﻟﻜﻮارث ﻓﻲ أﺛﻨﺎء ﻣﻮاﺟﮭﺔ اﻷزﻣﺎت واﻟﻜﻮارث، ﻛﻤﺎ ﺳـــﻌﺖ إﻟﻰ ﺑﯿﺎن ﺗﺄﺛﯿﺮ ﻣﻨﻈﻮﻣﺔ اﻟﺘﻤﯿﺰ ﻋﻠﻰ ﻛﻞ ﻣـﺎ ﯾﺘﻌﻠﻖ ﺑﻌﻤﻠﯿـﺎت اﻟﻄﻮارئ واﻷزﻣـﺎت واﻟﻜﻮارث في المركز، واﻟﺘﻮﺻــــﻞ ﻹﻣﻜـﺎﻧﯿـﺔ ﺗﺤﻘﯿﻖ اﻟﻘـﺪرة ﻋﻠﻰ اﻟﺘﻌـﺎﻓﻲ ﻓﻲ ﺣﺎل ﻣﻮاﺟﮭـﺔ ﻣﺨﺘﻠﻒ اﻷزﻣﺎت ﻟﺪى اﻟﺠﮭـﺎت اﻟﻤﺴــــﺘﺠﯿﺒـﺔ واﻟﻤﺘﻌـﺎﻣﻠـﺔ ﻣﻊ اﻟﺨﻄﺮ ﻓﻲ اﻹﻣﺎرة. واﻋﺘﻤﺪت ﻋﻠﻰ اﻟﻤﻨﮭﺞ اﻟﻤﺰﺟﻲ ﻣﻦ أﺟﻞ اﻟﻮﺻــﻮل ﻟﺘﻠﻚ اﻷھﺪاف، واﺳــﺘﺨﺪﻣﺖ اﻻﺳــﺘﺒﯿﺎن، واﻟﻤﻘﺎﺑﻼت ﻛﺄدوات ﻟﮭﺎ، وﺗﻜﻮﻧﺖ ﻋﯿﻨﺔ اﻟﺪراﺳــــﺔ ﻣﻦ 300 ﻓﺮد ﻟﻼﺳــــﺘﺒﯿﺎن ﺗﻢ اﺧﺘﯿﺎرھﻢ ﺑﺎﻟﻄﺮﯾﻘﺔ اﻟﻌﺸــــﻮاﺋﯿﺔ اﻟﺒﺴﯿﻄﺔ، وﺛﻼﺛﺔ أﻓﺮاد ﻟﻠﻤﻘﺎﺑﻼت ﺗﻢ اﺧﺘﯿﺎرھﻢ ﺑﺎﻟﻄﺮﯾﻘﺔ اﻟﻌﻤﺪﯾﺔ. وﺗﻮﺻﻠﺖ اﻟﺪراﺳﺔ إﻟﻰ ﺑﻌﺾ اﻟﻨﺘﺎﺋﺞ، وھﻲ اﻟﺘﻨﺴﯿﻖ ﻣﻊ اﻟﻮزارات واﻟﮭﯿﺌﺎت واﻟﻤﺼﺎﻟﺢ اﻟﺤﻜﻮﻣﯿﺔ اﻟﻤﻌﻨﯿﺔ ﻓﻲ أﺛﻨﺎء اﻷزﻣﺎت واﻟﻜﻮارث ﯾﺴﺎﻋﺪ ﻋﻠﻰ وﺿﻊ اﻟﺨﻄﻂ ﻟﻠﺘﻌﺎﻣﻞ ﻣﻊ اﻷزﻣﺎت ﺑﺼﻮرة ﺗﻜﺎﻣﻠﯿﺔ، وﯾﺠﻨﺐ ازدواﺟﯿﺔ اﻟﻘﺮارات وﺗﻀﺎرب اﻟﻤﺼﺎﻟﺢ، وﯾﺴﺎﻋﺪ ﻋﻠﻰ ﺗﺮﺳﯿﺦ وﺗﻄﺒﯿﻖ ﺛﻘﺎﻓﺔ اﻟﺘﻤﯿﺰ ﻓﻲ ﻛﺎﻓﺔ أﻋﻤﺎل اﻟﻤﺆﺳﺴﺔ ﻣﻦ ﺧﻼل ﻧﺸﺮ ﻗﯿﻢ اﻟﺘﻤﯿﺰ ﻓﻲ اﻷداء اﻟﻤﺆﺳﺴﻲ واﻟﻮظﯿﻔﻲ، واﻟﺬي ﺗﻌﻤﻞ ﻣﻦ ﺧﻼل ﺗﻄﺒﯿﻖ اﻟﻤﻌﺎﯾﯿﺮ وﺗﻮﺿﯿﺢ اﻟﻌﻤﻠﯿﺎت اﻹﺟﺮاﺋﯿﺔ وﻣﺴﺎرھﺎ ﻟﺘﺤﻘﯿﻖ أھﺪاف اﻟﻤﺆﺳﺴﺔ وﺿﻤﺎن اﺳﺘﻤﺮارﯾﺘﮭﺎ، وﺑﻨﺎء ًﻋﻠﯿﮫ ﺗﻢ وﺿﻊ ﺑﻌﺾ اﻟﺘﻮﺻﯿﺎت ، ﻣﺜﻞ: ﺗﻄﻮﯾﺮ اﻟﻜﻔﺎءات اﻟﺪاﺧﻠﯿﺔ واﺳﺘﻘﻄﺎب اﻟﻤﻮاھﺐ واﻟﻜﻔﺎءات اﻟﻌﻠﻤﯿﺔ ﻓﻲ إدارة اﻷزﻣﺎت واﻟﻜﻮارث، وﺿﺮورة أن ﺗﻜﻮن ھﻨﺎك ﻗﯿﺎدة ﺗﺆﻣﻦ ﺑﺎﺳﺘﺸﺮاف اﻟﻤﺴﺘﻘﺒﻞ واﻟﺘﻌﺎﻣﻞ ﻣﻊ ﻣﺨﺘﻠﻒ اﻟﻈﻮاھﺮ ﺑﺪﻻ ً ﻣﻦ إدارة رد اﻟﻔﻌﻞ ﻋﻨﺪ اﻟﺘﻌﺎﻣﻞ ﻣﻊ إدارة اﻷزﻣﺎت واﻟﻜﻮارث. | |
