| dc.description | Abstract This study aimed to determine the effectiveness of public-private partnership governance in serving the Emirate of Dubai's goals of achieving sustainable economic development based on knowledge, competitiveness, experience, and diversity, as well as contributing to cost savings for the government and efficient public service delivery. The efficient and effective use of human resources and their contribution to economic progress. This case study examines public-private partnership governance and government monitoring in Dubai. The study relied on the qualitative method strategy to achieve its objectives. It focused on following the method of individual interviews, making observations that help in collecting information, and data, and learning about the experiences of managing partnerships between the public and private sectors, to answer the main question of the study, which is: To what extent does government oversight contribute to activating partnership governance between the two sectors: Public, private? The study produced several findings: The main conclusion was the importance of government oversight in strengthening the principles of governance, corporate risk management, and performance management in public-private partnerships, as well as the need for a governance framework that defines each party's roles and responsibilities. Among the study's most important recommendations is the need for an effective governmental oversight system; it ensures adherence to agreements reached between government agencies and the private sector on the one hand, while also ensuring the delivery of public services within a competitive and high-quality framework. | |
| dc.description.abstract | هدفت هذه الدراسة إلى التعرف على فعالية حوكمة الشراكة بين القطاعين العام والخاص، التي من المفترض لها أن تخدم رؤية امارة دبي الوطنية الرامية إلى تحقيق تنمية اقتصادية مستدامة، تستند الى المعرفة، والتنافسية، والخبرة، والتنوع، وتساهم في تقليل التكلفة على الحكومة، وتقديم خدمات عامة ذات كفاءة وفاعلية والاستغلال الأمثل للموارد البشرية والمساهمة في دفع عجلة التنمية الاقتصادية؛ و قد جاءت على شكل دراسة حالة حوكمة الشراكة بين القطاعين: العام، والخاص (دراسة تطبيقية دور على الرقابة الحكومية في إمارة دبي) اعتمدت الدراسة على استراتيجية المنهج النوعي لتحقيق أهدافها؛ حيث ركزت على اتباع أسلوب المقابلات الفردية، ورصد الملاحظات التي تساعد في جمع المعلومات، والبيانات والتعرف على تجارب إدارة الشراكة بين القطاعين العام والخاص، وذلك من أجل الإجابة على السؤال الرئيس للدراسة والمتمثل في: إلى أي مدى تساهم الرقابة الحكومية في تفعيل حوكمة الشراكة بين القطاعين: العام،والخاص؟ توصلت الدراسة إلى جملة من النتائج؛ وإلى نتيجة رئيسة تفيد بأهمية الرقابة الحكومية في تعزيز مبادئ الحوكمة وإدارة المخاطر المؤسسية، وإدارة الأداء في الشراكة بين القطاعين: العام، والخاص وأهمية وجود أطار حوكمة للشراكة يحدد الأدوار والمسؤوليات لكل طرف. ومن أهم توصيات الدراسة؛ ضرورة توفير منظومة رقابية حكومية فاعلة؛ تضمن الالتزام بالاتفاقيات المبرمة بين الجهات الحكومية والقطاع الخاص من جهة، ومن جهة أخرى ضمان وصول الخدمات العامة في إطار من التنافسية والجودة العالية. | |
