| dc.description | The United Arab Emirates, by identifying the most important differences between strategic risk management and enterprise risk management, and revealing how the Ministry of Interior integrates strategic risk management effectively. Within the framework of its comprehensive risk management approach, in addition to clarifying the relationship between choosing the best tools for dealing with risk (avoiding, accepting, reducing, transferring) and achieving the strategic objectives of the Ministry of Interior, and highlighting the most prominent determinants that the Ministry of Interior faces in applying the strategic risk management approach. affecting the achievement of institutional strategic objectives, by relying on the mixed approach in conducting the study and using both the questionnaire tool and the interview tool, which was applied to members of the study sample, which consisted of 10 managers and employees in the Crisis and Risk Management Department at the Ministry of Interior as a qualitative sample, in addition to all Employees working in the Strategic Planning Department at the level of the Ministry of Interior as a quantitative sample. Accordingly, a set of conclusions emerged, the most prominent of which is that there are many differences between strategic risk management and enterprise risk management, the most prominent of which is scope and focus, as strategic risk management focuses on risks that can It affects the strategic objectives of the institution, while enterprise risk management focuses on risks in a broader and more comprehensive manner. In addition, the UAE Ministry of Interior effectively integrates strategic risk management within the framework of its comprehensive risk management approach, and this is done through the compatibility and integration adopted by the Ministry, as The Ministry is keen to ensure that strategic risk management is compatible with the strategic objectives and integrated with the rest of the risks to which it may be exposed. In light of these conclusions, the study recommended developing frameworks and tools that support the process of integrating risk management into all stages of the Ministry of Interior’s strategic planning, so that those concerned use these. Frameworks for developing and implementing crisis plans and strengthening oversight over them to ensure that risk management is included in all stages of strategic planning in an appropriate manner, in addition to the creation of a special department in the Ministry of Interior called the “Strategic Risks Department,” which is located in the organizational structure of the Ministry within the Department of Crises and Disasters, so that it is important This section develops and implements strategic risk management strategies, conducts periodic studies and analyzes of strategic risks that may affect the Ministry’s objectives, and develops plans and procedures in response to identified risks in accordance with the Ministry’s strategic objectives . | |
| dc.description.abstract | هدفت الدراسة الى بيان مدى تأثير تطبيق منهج إدارة المخاطر الإستراتيجية على تحقيق الأهداف الإستراتيجية في وزارة الداخلية بدولة الإمارات العربية المتحدة، وذلك من خلال التعرف على أبرز الاختلافات الرئيسية بين إدارة المخاطر الاستراتيجية وإدارة المخاطر المؤسسية، والكشف عن كيفية دمج وزارة الداخلية إدارة المخاطر الإستراتيجية بشكل فعال في إطار منهج إدارة المخاطر الشامل الخاص بها، بالإضافة الى توضيح العلاقة بين اختيار أفضل أدوات التعامل مع الخطر (فادي، قبول ، تقليل، تحويل) وتحقيق الأهداف الاستراتيجية لوزارة الداخلية، وتسليط الضوء على أبرز المحددات التي تواجهها وزارة الداخلية في تطبيق منهج إدارة المخاطر الاستراتيجية المؤثرة على تحقيق الأهداف الاستراتيجية المؤسسية، وذلك من خلال الاعتماد على المنهج المزجي في اجراء الدراسة واستخدام كل من أداة الاستبانة واداة المقابلة والتي تم تطبيقها على افراد عينة الدراسة التي تكونت من 10 مدراء وموظفين في إدارة الازمات والمخاطر في وزارة الداخلية كعينة نوعية، بالإضافة الى كافة الموظفين العاملين في إدارة التخطيط الإستراتيجي على مستوى وزارة الداخلية كعينة كمية، وعليه ظهرت مجموعة من الاستنتاجات والتي من ابرزها أن هناك العديد من أوجه الاختلاف بين إدارة المخاطر الاستراتيجية وإدارة المخاطر المؤسسية، ومن أبرزها النطاق والتركيز، حيث تركز إدارة المخاطر الاستراتيجية على المخاطر التي من الممكن ان تؤثر على الأهداف الاستراتيجية للمؤسسة بينما تركز إدارة المخاطر المؤسسية على المخاطر بشكل أوسع واشمل، بالإضافة الى ان وزارة الداخلية الإماراتية تقوم بدمج إدارة المخاطر الإستراتيجية بشكل فعال في إطار منهج إدارة المخاطر الشامل الخاص بها، ويتم ذلك من خل التوافق والتكامل التي تتبناه الوزارة، حيث تحرص الوزارة على توافق إدارة المخاطر الاستراتيجية مع الأهداف الاستراتيجية وتكاملها مع باقي المخاطر التي من الممكن ان تتعرض لها، وعلى ضوء هذه الاستنتاجات اوصت الدراسة بتطوير أطر عمل وأدوات تدعم عملية دمج إدارة المخاطر في جميع مراحل التخطيط الاستراتيجي الخاص بوزارة الداخلية، بحيث يقوم المعنين باستخدام هذه الأطر في وضع الخطط الازمة وتنفيذها وتعزيز الرقابة عليها بما يضمن ادخال إدارة المخاطر في جميع مراحل التخطيط الاستراتيجي بالصورة الملائمة، بالإضافة الى استحداث قسم خاص في وزارة الداخلية بمسمى قسم المخاطر الاستراتيجية ويتواجد في الهيكل التنظيمي في الوزارة ضمن إدارة الازمات والكوارث، بحيث تكون مهمة هذا القسم تطوير وتنفيذ استراتيجيات إدارة المخاطر الاستراتيجية وإجراء دراسات وتحليلات دورية للمخاطر الاستراتيجية التي قد تؤثر على أهداف الوزارة، ووضع خطط وإجراءات استجابة للمخاطر المحددة بما يتوافق مع الأهداف الاستراتيجية للوزارة. | |
