Abstract
تهدف الدراسة الى إبراز دور استخدام برامج وأنظمة الخصخصة في تطوير وتعزيز قدرات وكفاءة أداء القطاع العام دولة الإمارات العربية المتحدة بالتطبيق على عمليات التفتيش الوقائي وأنظمة الوقاية والسلامة من الحريق في ادارة الدفاع المدني بوزارة الداخلية بدولة الإمارات العربية المتحدة، مع التركيز على الآليات والأساليب، والمفاهيم ذات الصلة، كما تهدف إلى توضيح العلاقة بين استخدام تلك البرامج وبين تطوير قدرات وأداء الدفاع المدني وعمليات التفيتش الوقائي لأنظمة الوقاية والسلامة من الحريق بوزارة الداخلية.والتعرف على الواقع الحالي (لإدارة الدفاع المدني \رأس الخيمة) في ظل استخدام الخصخصة وأثرها في بناء وتعزيز قدرات عمليات التفتيش الوقائي، ومحاولة الربط بين مستويات وانجاز خدمات ادارة الدفاع المدني في ظل استخدام برامج الخصخصة، وتتبع الدراسة المنهج المزجي من خلال استبانة الكترونية يتم توزيعها على عينة الدراسة (157) مشارك واعتمادها كمصادر أولية في جميع البيانات، والمصادر الثانوية تتمثل في الدراسات والمراجع العربية والإنجليزية، مع دراسة نوعية من خلال مقابلات شخصية معمقة مع عدد (5 ) من المديرين والمسؤولين في ادارة الدفاع المدني بوزارة الداخلية.
Description
The study aims to highlight the role of using privatization programs and systems in developing and enhancing the capabilities and efficiency of public sector performance in the United Arab Emirates by applying it to preventive inspections and fire prevention and safety systems in the Civil Defense Department of the Ministry of Interior in the United Arab Emirates, with a focus on mechanisms and methods. And related concepts. It also aims to clarify the relationship between the use of these programs and the development of civil defense capabilities and performance, and preventive inspection operations for fire prevention and safety systems at the Ministry of Interior. And to identify the current reality (of the Civil Defense Administration / Ras Al Khaimah) in light of the use of privatization and its impact on building and strengthening the capabilities of preventive inspection operations, and to attempt to link the levels and completion of Civil Defense Administration services in light of the use of privatization programmers. The study follows the mixed approach through a questionnaire. Electronically distributed to the study sample (35) participants and adopted as primary sources for all data, and secondary sources are Arabic and English studies and references.
