Digital Participation: A Public Administration Panacea?

Abstract

Throughout democratic history, encouraging participation in the administration of government has been a challenge, one that 21st century technologies can help to address, particularly as public participation becomes a benchmark for legitimacy and effective social organization. Digital tools and data analysis are particularly useful, as they offer the opportunities for shaping modes of participation that address specific challenges. Governments urgently need to revisit their understanding of participatory techniques. Every public servant needs to understand and master the tools at their disposal and experiment and innovate ways to engage the public in the work of government.

على مر التاريخ الديمقراطي، شكّل تشجيع المشاركة في إدارة الحكومة تحديًا، وهو تحدٍّ يمكن لتقنيات القرن الحادي والعشرين أن تُسهم في معالجته، لا سيما وأن المشاركة العامة أصبحت معيارًا للشرعية والتنظيم الاجتماعي الفعال. وتُعدّ الأدوات الرقمية وتحليل البيانات فعّالةً بشكل خاص، إذ تُتيح فرصًا لصياغة أساليب المشاركة التي تُعالج تحديات مُحددة. وتحتاج الحكومات بشكل مُلِحّ إلى إعادة النظر في فهمها لأساليب المشاركة. ويحتاج كل موظف حكومي إلى فهم الأدوات المُتاحة له وإتقانها، وتجربة وابتكار سُبُل لإشراك الجمهور في العمل الحكومي.
