Cybercrime and the digital economy in the GCC countries

Abstract

This document summarizes the discussions that took place during the ‘Cybercrime and the Digital Economy in the GCC Countries’ workshop on 26 March 2017 in Dubai, UAE. The workshop was co-hosted by the International Security Department at Chatham House and the Mohammed Bin Rashid School of Government (MBRSG). Participants included regional and international academics, researchers, practitioners, and government experts. The workshop assessed cybercrime legislation in the Gulf Cooperation Council (GCC) countries and the impact of such legislation on the digital economy. It aimed to draw conclusions and recommendations on how to enhance legal frameworks in the region to effectively fight cybercrime and mitigate its impact on digital infrastructure and economic prosperity.

تُلخص هذه الوثيقة المناقشات التي جرت خلال ورشة عمل "الجرائم الإلكترونية والاقتصاد الرقمي في دول مجلس التعاون الخليجي" التي عُقدت في 26 مارس 2017 في دبي، الإمارات العربية المتحدة. وقد استضافت الورشة قسم الأمن الدولي في معهد تشاتام هاوس وكلية محمد بن راشد للإدارة الحكومية. وضمت الورشة أكاديميين وباحثين وممارسين وخبراء حكوميين إقليميين ودوليين. وقيّمت الورشة تشريعات الجرائم الإلكترونية في دول مجلس التعاون الخليجي وأثرها على الاقتصاد الرقمي. وهدفت إلى استخلاص استنتاجات وتوصيات حول كيفية تعزيز الأطر القانونية في المنطقة لمكافحة الجرائم الإلكترونية بفعالية والحد من تأثيرها على البنية التحتية الرقمية والازدهار الاقتصادي.
