Climate Action in a Post Covid-19 World

Abstract

The COVID- 19 pandemic is an unprecedented crisis that is currently claiming lives and disrupting people’s livelihoods. The pandemic has hindered progress towards sustainable development and exposed the prevalence of poverty, weakness of health systems and fragile global cooperation. It has also has caused a drastic slowdown of global economic activity and mobility during the first quarter of 2020 which in turn impacts people’s livelihoods. However, this economic slowdown has pushed down global energy demand and emissions to unprecedented low levels. This impact must not be a temporary reduction in emissions, but an opportunity for a low-carbon pathway. As countries prepare to roll out economic recovery plans, it is important to consider their impact on sustainable development. This policy brief addresses a range of policies that pave the way for a more resilient, sustainable, and low-carbon future in the UAE and other countries with similar socioeconomic conditions. Leadership and cooperation will play a crucial role in allowing for a climate friendly economic recovery from this crisis.

جائحة كوفيد-19 أزمة غير مسبوقة تُزهق الأرواح وتُعطّل سبل عيش الناس. أعاقت الجائحة التقدم نحو التنمية المستدامة وكشفت عن انتشار الفقر وضعف النظم الصحية وهشاشة التعاون العالمي. كما تسببت في تباطؤ حاد في النشاط الاقتصادي العالمي والتنقل خلال الربع الأول من عام 2020، مما أثر بدوره على سبل عيش الناس. ومع ذلك، فقد دفع هذا التباطؤ الاقتصادي الطلب العالمي على الطاقة والانبعاثات إلى مستويات منخفضة غير مسبوقة. يجب ألا يكون هذا التأثير انخفاضًا مؤقتًا في الانبعاثات، بل فرصة لمسار منخفض الكربون. بينما تستعد الدول لطرح خطط التعافي الاقتصادي، من المهم مراعاة تأثيرها على التنمية المستدامة. يتناول هذا الموجز السياسي مجموعة من السياسات التي تمهد الطريق لمستقبل أكثر مرونة واستدامة ومنخفض الكربون في دولة الإمارات العربية المتحدة ودول أخرى ذات ظروف اجتماعية واقتصادية مماثلة. ستلعب القيادة والتعاون دورًا حاسمًا في السماح بانتعاش اقتصادي صديق للمناخ من هذه الأزمة.
