Abstract

This flagship report by the Mohammed Bin Rashid School of Government (MBRSG), in collaboration with the Dubai Government Human Resources Department (DGHR), examines the growing adoption and impact of generative AI tools within Dubai's government entities. Based on a large-scale survey of over 2,400 government employees and in-depth interviews with Chief AI Officers across key departments, the study explores how tools such as ChatGPT, Gemini 2.0, Claude, and others are being used to enhance productivity, automate tasks, and support decision-making. The report provides a data-driven analysis of employee perceptions, usage patterns, and levels of trust in generative AI, while also identifying the main opportunities and challenges associated with its implementation. It further investigates the potential for automation across different job categories, highlighting the varying levels of exposure based on education, specialization, and function. By offering detailed insights into the current state of generative AI adoption, the report aims to inform evidence-based policymaking, guide future workforce training initiatives, and support the responsible and strategic integration of AI across the public sector in Dubai.
